This congestion has been ongoing for the last 6 months.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/www.joc.com\/maritime-news\/container-lines\/us-imports-asia-hit-record-december-level_20210119.html\"><span style=\"font-weight: 400;\">near-record container volumes<\/span><\/a><span style=\"font-weight: 400;\"> they are experiencing are expected to go into the spring but terminal operators are hopeful that the vessel backlogs will return to near normal rates between April and June.\u00a0<\/span><\/p>\n<h3>COVID-19 Effects Linger<\/h3>\n<p><span style=\"font-weight: 400;\">To be able for these ports to begin fluidly functioning again, there must be a focus on widespread COVID-19 vaccine distribution among longshoremen. Due to the spreading of the virus within this port, they have been suffering from labor shortages. Resulting in the congesting of these ports. Terminals have seen a large drop in container volumes in the past month, hopefully allowing a move of the current backlog of containers.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cTerminals are full. There\u2019s nowhere to put the containers. We\u2019re 35 percent below what we normally do on deliveries (on trucks)\u201d Ed DeNike, president of <a href=\"https:\/\/www.ssamarine.com\/services\/container-operations\/\" target=\"_blank\" rel=\"noopener noreferrer\">SSA Containers<\/a> stated.\u00a0<\/span><\/p>\n<div class=\"mceTemp\"><\/div>\n<p><img loading=\"lazy\" class=\"aligncenter wp-image-4721 size-full\" src=\"http:\/\/siships.com\/blog\/wp-content\/uploads\/2021\/02\/unnamed-1-1.png\" alt=\"shipping delays\" width=\"400\" height=\"253\" srcset=\"https:\/\/siships.com\/blog\/wp-content\/uploads\/2021\/02\/unnamed-1-1.png 400w, https:\/\/siships.com\/blog\/wp-content\/uploads\/2021\/02\/unnamed-1-1-300x190.png 300w\" sizes=\"(max-width: 400px) 100vw, 400px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">January average truck time visits dropped roughly by 5 minutes from the December average of 93 minutes, as shown in the graph. In June, before the import spike, truck times were at an all-time low of only 58 minutes according to <a href=\"https:\/\/www.harbortruckers.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Harbor Trucking Association.\u00a0<\/a><\/span><\/p>\n<p><span style=\"font-weight: 400;\">The backlogs in Los Angeles- Long Beach are responsible for ships being forced to anchor while they await berths to be unloaded. In the first week of February, there was a total of <a href=\"https:\/\/www.joc.com\/port-news\/us-ports\/port-los-angeles\/la-lb-congestion-clear-late-spring-terminal-operators_20210205.html\" target=\"_blank\" rel=\"noopener noreferrer\">34 ships<\/a> anchored waiting to be unloaded while all berths were occupied.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe longer containers stay at a terminal, the more congestion they create. Congestion creates the need for extra and unproductive moves when containers pile up more than they should,\u201d said Jessica Alvarenga, PMSA\u2019s manager of government affairs.<\/span><\/p>\n<h3>Employee Shortage and Increased Shipping Demands<\/h3>\n<p><span style=\"font-weight: 400;\">Much of this congestion comes back to the main cause, the COVID 19 pandemic. The labor force has been hit hard in the Los Angeles-Long Beach area. According to the Pacific Maritime Association (PMA), there have been around 600 known cases documented since December. This combined with <\/span><a href=\"https:\/\/siships.com\/ocean-cargo-rates-peak-as-demand-surges\/\" target=\"_blank\" rel=\"noopener noreferrer\">increased shipping<\/a><span style=\"font-weight: 400;\"> demands has decreased timely productivity extensively.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The employees who are responsible for unloading and loading the containers from the ships have been hard to keep fully staffed. This position is essential to the timely flow in and out of terminals. The daily assignment of workers throughout the ports has had to be decreased. Finding employees for these positions is difficult since they require a certain skill set.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt comes down to a labor issue at the terminals,\u201d said Scott Weiss, vice president of business development at <a href=\"https:\/\/www.portlogisticsgroup.com\/solutions-overview\/?gclid=CjwKCAiA65iBBhB-EiwAW253W3QwfRDetsgvID078-cJvTFZdgyZqe8n3x6S8OHXMwhwN47iJxgrUxoCCIgQAvD_BwE\" target=\"_blank\" rel=\"noopener noreferrer\">Port Logistics Group<\/a>. \u201cThere are still bottlenecks in getting containers into and out of the terminals,\u201d stated Weiss.\u00a0<\/span><\/p>\n<h3>Recovery Expected for Spring<\/h3>\n<p><span style=\"font-weight: 400;\">Many well-established companies within the shipping industry believe hope is on the horizon.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Scott Schoenfeld, general manager of <a href=\"https:\/\/www.fenixmarineservices.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Fenix Marine Services<\/a> in Los Angeles believes \u201cthere could be congestion relief as early as April.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With thoughts of a spring recovery on the mind, it is very plausible things could begin moving at an even more efficient pace than what has ever been seen before. Understaffed and highly congested these ports are still able to move ships in and out. Once staffing and import demand returns to normal, the system could move with ease.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cDrayage capacity is tight and worker availability is challenged at both ends of truckers\u2019 routes, the marine terminals, and the distribution warehouses.
