This is the latest enforcement of the <a href=\"https:\/\/www.cbp.gov\/trade\/forced-labor\/UFLPA\" target=\"_blank\" rel=\"noopener\">UFLPA <\/a><\/span><span style=\"font-weight: 400;\">signed into law by <a href=\"http:\/\/siships.com\/blog\/biden-and-congress-intervene-to-prevent-rail-strike\/\" target=\"_blank\" rel=\"noopener\">President Biden<\/a><\/span><span style=\"font-weight: 400;\">\u00a0in December 2021.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The UFLPA prohibits the importation of any goods, merchandise or wares manufactured in the Xinjiang Uyghur Autonomous Region of China, due to the human rights abuses in the region.<\/span>[\/vc_wp_text][\/vc_column][\/vc_row][vc_row][vc_column width=&#8221;1\/2&#8243; el_class=&#8221;left_cont&#8221;][vc_custom_heading text=&#8221;Sanctions on Products from Xinjiang Uyghur Autonomous Region&#8221; font_container=&#8221;tag:h3|text_align:left&#8221; google_fonts=&#8221;font_family:Raleway%3A100%2C200%2C300%2Cregular%2C500%2C600%2C700%2C800%2C900|font_style:400%20regular%3A400%3Anormal&#8221;][vc_wp_text]<span style=\"font-weight: 400;\">The focus of these sanctions is the Xinjiang Uyghur Autonomous Region, commonly referred to as Xinjiang, in northwest China. Developing this inland region has been a priority for China, transforming the traditionally agricultural region into a manufacturing hub that takes advantage of its rich deposits of minerals and oil. Xinjiang is a major producer of solar panels. The region is also responsible for 86% of Chinese cotton production; over 20% of the world\u2019s cotton comes from Xinjiang.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Multiple countries, including the United States, have accused China of committing genocide against the Uyghur people. The Uyghurs are a majority muslim population living in Xinjiang. They speak their own language and view themselves ethnically linked with Central Asian nations like Mongolia, Uzbekistan, and Turkmenistan. The Uyghurs have committed no crime other than being part of the ethnic minority in China. Data shows that 12% of the adult population of Xinjiang was in a camp or prison between 2017-2018. This translates to 1.2 million Uyghur and Turkic minority adults. Many of those imprisoned are held in forced labor camps and factories. The <a href=\"https:\/\/www.bbc.com\/news\/world-asia-china-22278037\" target=\"_blank\" rel=\"noopener\">BBC reported<\/a><\/span><span style=\"font-weight: 400;\">\u00a0in December 2020 that a half a million people were being forced to pick cotton in these camps.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is, of course, important to note that China has emphatically denied human rights abuses in Xinjiang.<\/span>[\/vc_wp_text][vc_custom_heading text=&#8221;Importing from Xinjiang Postal Codes&#8221; font_container=&#8221;tag:h3|text_align:left&#8221; google_fonts=&#8221;font_family:Raleway%3A100%2C200%2C300%2Cregular%2C500%2C600%2C700%2C800%2C900|font_style:400%20regular%3A400%3Anormal&#8221;][\/vc_column][vc_column width=&#8221;1\/2&#8243;][vc_single_image image=&#8221;5508&#8243; img_size=&#8221;3992&#215;2242&#8243; el_class=&#8221;blog_detail_img&#8221;][\/vc_column][\/vc_row][vc_row][vc_column][vc_wp_text]<span style=\"font-weight: 400;\">The prohibition on certain imports from Xinjiang is not new. However, all products from China imported to the United States will require a postal code when transmitting an entry for the Manufacturer Party (which can refer to the invoicing party, shipper, exporter or manufacturer).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Shipments will not automatically be detained if they possess a UFPLA zip code warning. Shipments will only receive warnings if they come from the UFPLA region <\/span><i><span style=\"font-weight: 400;\">and<\/span><\/i><span style=\"font-weight: 400;\"> are presumed to be made with forced labor. The offending products will be excluded upon arrival in the United States by the Port Directory at the port of entry; an exclusion notice will be issued to the importer.<\/span>[\/vc_wp_text][\/vc_column][\/vc_row][vc_row][vc_column width=&#8221;1\/2&#8243; el_class=&#8221;left_cont&#8221;][vc_custom_heading text=&#8221;What the Uyghur Forced Labor Prevention Act Means For Businesses&#8221; font_container=&#8221;tag:h3|text_align:left&#8221; google_fonts=&#8221;font_family:Raleway%3A100%2C200%2C300%2Cregular%2C500%2C600%2C700%2C800%2C900|font_style:400%20regular%3A400%3Anormal&#8221;][vc_wp_text]<span style=\"font-weight: 400;\">The United States has made it clear it plans to sanction more companies in China that continue to be associated with <a href=\"https:\/\/www.voanews.com\/a\/us-seeks-to-sanction-more-companies-for-using-forced-labor-in-china-says-official-\/7010626.html\" target=\"_blank\" rel=\"noopener\">forced labor<\/a><\/span><span style=\"font-weight: 400;\">. \u201cOne of our highest priorities for 2023 is to add additional entities to that list,\u201d said Robert Silvers, DHS undersecretary for strategy, policy and plans. The Department of Homeland Security is also focused on convincing other countries to adopt similar enforcement plans. \u201cWe are very aware based on credible reporting that there\u2019s a significant number of companies that are operating in Xinjiang that are engaging in these abhorrent practices, and we want to name them, and we want to ensure that their goods do not come into this country.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The postal codes and companies that trigger warnings for the UFLPA is likely to expand over the coming months.
