It has been used for decades to manage targeted sanctions against hostile regimes, not to impose general import duties.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 2025, Learning Resources, Inc., a Chicago-based educational toy manufacturer, filed suit against the Trump Administration. The companies argued that the tariffs had no legal foundation in the IEEPA, which they claim does not authorize the imposition of import duties. Their case made its way through the lower courts and is now before the Supreme Court.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At the core of \u201cLearning Resources, Inc. v.
